On AR-15 pattern lowers, the “shelf” is the height of the rear floor inside the fire-control pocket (behind the trigger). High-shelf lowers leave more material; low-shelf lowers remove more, creating extra clearance. For normal semi-auto builds, shelf height doesn’t change basic function, but it can affect fit with some cassette-style triggers, certain jigs/blocks, and miscellaneous accessories.
Some makers also machine an “M16 cut” (a fully relieved rear pocket with clearance similar to low-shelf). These are still semi-auto receivers; the cut mainly affects internal clearance and how some jigs/blocks center. Manufacturers revise specs, so verify your exact lower and follow applicable laws.
This affects Super Safeties since the lever needs clearance to fully move backwards under force from the BCG. If you try and use a high shelf lower, your SS will likely bind and the lever installed will break.
You can modify a high-shelf lower, but you will need to dremel out/mill out the shelf to provide enough clearance for the full range of the SS lever and cam.
